Short description of error
Textures no longer tile in 3D Viewport display when set to Solid, Texture. It does tile when the viewport is set to Material. It does work on a new file, but not on an existing file from 2.82.
Exact steps for others to reproduce the error
Unable to reproduce, it's something that happens only in my existing files from 2.82.

Can not reproduce this.
Does this happen if you click on File > Defaults > Load Factory Settings?
If I Load Factory Settings, it resets my scene to a blank cube scene, and that doesn't have the issue. If I reload my file, the issue is still there. It's definitly something in the .blend file.
If I switch to Material Preview, the issue goes away, so I can use that for now, but it's not ideal.
I meant load factory settings and opening file.
I load factory settings, then open my file - no change, it still only shows a single texture, leaving the rest blank.
I have checked wrong version, this is broken in 2.83.1 or 2.83.2, but works correctly in 2.90. I will have to check if this is OK to fix for 2.83.
Oh! I'm a little relieved, I've been frantically searching for some setting I thought I had messed up. Thanks so much for looking into it!

@iss proper thing to do here is bisect until you find the fixing commit, then we can decide whether we can backport it to 2.83 or not.
