Cannot edit (or see) UVs on an object in a globally hidden collection #78815

Short description of error
Can't edit UVs on an object in a hidden collection. The reason that's an issue is because of local, per-viewport collection visibility.

There seem to be similar issues related to local collections and global visibility elsewhere. One example is that objects that are visible in only local collection viewports cannot be hidden from viewports (h key). Not sure about the granularity of the bug reporting, if that should get its own bug report or not. Oh, another one, can't join as shapes from an object in a hidden collection. These all seem likely to have the same issue at their root, which is that parts of Blender can't see the entire file (but unfortunately, can see it well enough that you can't use this for performance purposes.)

Exact steps for others to reproduce the error
Here's a file:

localcollectionsbug.blend

File is setup with two collections, one displayed only globally in the leftmost 3D viewport, one displayed only locally in the rightmost 3D viewport. Select the Suzanne and enter edit mode. Notice how nothing happens in the UV editor viewport. Tab back out to object mode and enable the display of collection 2 in the leftmost viewport. Now tab back into edit mode on the Suzanne and the UV editor behaves properly. (Note that enabling the display of collection 2 while still in edit mode doesn't do anything; UVs remain undisplayed and uneditable.)

Still an issue.

You can see the UVs, but you cannot edit them.
Will confirm, dont see a reason for this to be intended behavior.
