Default Sun Disc intensity in Nishita sky texture is about 10 times less brighter than default Sun Lamp intesity. #79249

Graphics card: NVidia GTX SUPER 2060 8GB

Blender Version
Broken: Blender 2.91.0 Alpha (July 23, 23:28:44- 698af2e774)

Short description of error

Exact steps for others to reproduce the error

The issue is reproducible with default cube scene. Here are some screenshots:

Nishita Sky Texture with Sun Intensity = 1 and Background Strength = 1:

If I disable Sun Disc in Nishita and enable Sun Lamp with Strength = 1, ground is well illuminated but the sky is too dark:
Nishita Sky Texture with no Sun Disk, Background Strength = 1 and Sun Lamp with Strength = 1.png
If I increase Background Strength to 10 (alternatively, I could have decreased Sun Lamp Strength to 0.1 and increase exposure), the result looks better, sky is sufficiently bright:
Nishita Sky Texture with no Sun Disk, Background Strength = 10 and Sun Lamp with Strength = 1.png
Then if I disable Sun Lamp, enable Sun Disk in Nishita Sky Texture and keep Background Strength = 10, I get very similar result:
Nishita Sky Texture with Sun Intensity = 1 and Background Strength = 10.png

If there is a reason for this difference and it is intentional feature and not a bug, feel free to close this issue as invalid.

This is not a bug.
The Sun lamp Strength value is in W / m^2 (irradiance) and so to "match" the sky texture sun values you should put values between 500 and 900 in the Strength.
