Just tried on 2.83.4 as well- same results, crashes 100% of the time when opening preferences. Works perfectly fine otherwise.

Could you retry opening Blender after running the following in Terminal.app

  mv ~/Library/Application\ Support/Blender ~/Downloads/BlenderBackup

That fixed the error, but now all of my settings/add-ons/themes etc are gone? Can I get those back?
I should clarify: all that information is stored in my Downloads, how should I go about re-adding those to Blender? I tried renaming BlenderBackup to Blender and moving that back to /Application Support/, this did not have good results (it essentially broke the interface.) Upon undoing the move, everything went back to working (still factory defaults though.)

you should skip the Addons folder (I suspect that's where the problem is at ) and move the rest of the info back to where it was. Keep Blender closed when you do it.
I think only userpref.blend and startup file is required for preferences.

After some testing, I've determined that the problem is the Lights panel. By disabling the studiolights folder, everything works fine, but it seems like having custom lights installed, and opening the Lights panel, cause the crash.

Could you share that zipped studiolights folder for us to try to redo the issue ?

I've found that it's not actually the folder! It's just having custom lights at all. If you open the preferences (with no custom lights) and click Install to add a custom light, Blender immediately crashes.

I cannot redo it on macos 10.14.6, Intel HD 6000, blender 2.83.3
Could you try a later version from https://download.blender.org/release/Blender2.83/ ?
Also, please run Blender from terminal with --debug-all .

and click Install to add a custom light, Blender immediately crashes

When you click the "Install", it just opens the File Browser.
Check the File Browser in other places - MatCaps or File Paths.

So it's 2GB of HDRIs?
On video it crashes when loading HDRIs.

I tried 8 random png-files of 30MB each, this required 6GB of memory...
