Worked: (newest version of Blender that worked as expected)
Short description of error
Baking the ocean modifier only works once, then I have to save, exit blender and then re-open the file before I can bake again.
Exact steps for others to reproduce the error

Even more: "delete bake" does nothing at all. I even can't rebake ocean.
What have I done:

2060 Super
Having the same problem. I can't delete ocean bake either, even after restarting multiple times and changing cache file path. Ocean modifier will also randomly stop affecting the plane in the viewport (so that it looks like a flat plane again) and I need to restart to get it back.

Blender 2.91.0
Having the same problem. Also when I duplicate the modifier, the new modifier is marked as baked.
After the first bake of the new modifier, without saving the blend file, I could delete the cache, but not rebake it. After saving and realoding the file I could bake and delete one time again.
If I bake, save the blend file and reopen, there is no way to delete the baked cache.
Recreating the modifier from scratch is too hard.
Is there a workaround?
I found sort of workaround: just change grid resolution, and Bake will be live again

Thanks for bringing this up, I had the same issue.
After much trial and error, I found that changing the "Spectrum" automatically deleted the previous bake, allowing for a new bake immediately.
Spectrum being the option above bake "see screenshot".
I switched to "Established Ocean" and then back to "Turbulent ocean".
EDIT I am not certain that this works all of the time.... It's a few hours later and I am experiencing mixed results.

This still seems to be an issue! I would love seeing that being fixed!

Still an issue... 3.2
Still an issue in 3.6
Have this too with macOs (M1) 3.6.2 (3.6.2 2023-08-17).
Project created on WIndows 3.6, baked to directory, opened project on mac and tried to delete bake.
Changing the spectrum, as @Tylerrrrrr suggested, worked and re-enabled the bake button
Still present in 3.6.5 and potentially easy fix...
Still present in 4.1, confirmed.
