Hotkeys (shortcuts) with RIGHT Alt do not work if you use Russian keyboard layout #81150

Short description of error
I have a problem with hotkeys using Russian keyboard layout, along with all my coworkers, we all use Windows 10 Pro. Everything works except for combinations with RIGHT Alt (Alt + P, for example). And when I press Right Alt + G to reset object transformations, Blender reads the command if I pressed Ctrl + Alt + G (Remove from Collection).
We all have two keyboard layouts on our systems: English (US) and Russian (RU). There is no difference, which is primary or secondary.
We all experience the same behaviour on our home PCs with Windows 10.

Exact steps for others to reproduce the error

  1. Add the Russian (RU) keyboard layout to your system.
  2. Launch Blender and switch to Russian Layout.
  3. Create some primitives and try to parent and then unparent some of them using Right Alt + P
  4. Move any of them and then press Right Alt + G to reset transformations
  5. Enter Edit Mode in the Mesh and try to press Right Alt + N, the Normals Menu will not appear
