Render errors [glitchy frames] with baked cloth [from the UI, commandline as well as rendering with 'Lock Interface' is OK] #81750

Short description of error
I have a simple scene I press render animation and some of the frames come out messed up.
It looks like some sort of motion blur bug. Looks similar to this bug #74457 (Mantaflow foam particles as objects break motion blur)
I have rendered this on two different PC's, the problem is the same.
With baked cloth physics.

Do the artifacts occur always on the same frames? I rendered out 49-58 which includes two faulty frames from your video: 51 and 54. However, I didn't get any artifacts. I am rendering on my CPU, since my video card isn't supported by Cycles. Do you get the same artifacts if you render on your CPU instead of the GPU? I also rendered it out at 25% resolution. Do you get the artifacts if you change the resolution?

Also, please test using the latest daily build incase a fix has already made it into the code:

The artifacts are always on random frames.
Tested again with the latest Blender 2.91 beta release 8b806c86e1
With latest Nvidia Studio Driver 456.71 and with different resolution.
(CPU Ryzen 2700X)

CPU only, at 25% resolution:

GPU only, at 25% resolution:

GPU + CPU, at 25% resolution:
jelly-jery-cpu-gpu.mov

As you can see, all of the tests have glitched out frames and at random numbers.

Just to make sure: You are getting the glitches at lower samples as well, right?

OK, just got confirmation from @deadpin that this also happens at 4spp at 25%.

We also checked Eevee (@deadpin could confirm glitches, even without motionblur, I could not, was redering fine in eevee for me)

Would still be good to know if this can reliably be prevented by Render > Lock Interface.

OK, just got confirmation from @deadpin that this also happens at 4spp at 25%. Have the same problem with cloth, locking interface or rendering from command line does not help me.
Eevee however does not produce this problem in this case.
