This was tested in Blender 2.83.7 and Blender 2.90.1 and the same issue occurs

I would think I would be able to scroll to a number greater than 360 at-least in the 1000's

System Information
Operating system: Linux-5.4.0-51-generic-x86_64-with-debian-bullseye-sid 64 Bits
Graphics card: Mesa DRI Intel(R) HD Graphics 4600 (HSW GT2) Intel Open Source Technology Center 4.5 (Core Profile) Mesa 20.0.8

Blender Version
Broken: version: 2.90.1, branch: master, commit date: 2020-09-23 06:43, hash: 3e85bb34d0
Worked: (newest version of Blender that worked as expected)

Short description of error

Thanks for the report, but is this really a bug?
Many properties have a limit when holding and dragging.
And in that case you can even type any value outside the range.

Other angle fields don't have that issue see attached video of scrubbing working in the screw modifier. There's a big difference between scrubbing thru angle numbers 360-1000 to see how an animation will look and having to type each value in individually / separately one by one.

Might I suggest you have all the angle limits operate like the screw modifier angle field (the same way for consistency). The screw modifier angle field below seems to work well for scrubbing large positive and large negative numbers)

I know how inconvenient it can be not to have a consistency but, unfortunately, I cannot confirm this report as a BUG since it is a request for improved feature.
It could be confirmed as a design issue, but for this you would have to contact artists and developers.
If more people confirm this change as ideal, it can be resolved quickly.

So please try these other channels first: https://wiki.blender.org/wiki/Communication/Contact#User_Feedback_and_Requests

For more information on why this isn't considered a bug, visit: https://wiki.blender.org/wiki/Reference/Not_a_bug

I am marking as needing user information as long as we do not have feedback from artists or developers.

Agree here, but this would really have to go through other channels first.
Bend and screw are not the same, you are more likely to go over 360 with screw than with bend.
I personally dont have a strong opinion here, but the bugtracker is not the right place to make decisions such as improving a feature.
