Might this be related to #83445/T83373/T83259? It seems like the most recent AMD drivers might have broken something... There are a lot of reports coming in. Best luck is likely to revert to an earlier driver version.

i have a better program installed for my drivers called AMD radeon software

I'm not on AMD and haven't done that yet but in the Windows 10 device manager there is option to roll back drivers. It is likely under the display. I would look up more tutorials/info online before doing that however if AMD has a special utility for that.
