This issue is most likely a duplicate of #83300 which is now fixed in newer daily builds. No word on if it will make it back to the 2.91 series yet.

I can reproduce this both in 2.91.0 and 2.92.0. The issue was introduced somewhere between 02677ec4e0 (2020-11-06) and 0f45cab862 (2020-11-25). It takes a while and apparently renders the first sample multiple times but at some point continues with the following samples.

I'm setting this to confirmed. I couldn't find a duplicate report for this, but it may have been reported before. Not sure if this is related but you can create a permanent loop / freeze of viewport samples by doing the following:

  • Start Blender.
  • Use Object > Quick Effects > Smoke on the Cube.
  • Set the render engine to Cycles and the device to GPU.
  • In the modifiers panel, hide the fluid in the viewport.

Set the viewport shading to Rendered.

This also worked properly in the build from 2020-11-06 02677ec4e0
