I found similar issues (late updates for hair system) but they are diferent.

@lichtwerk I remember, there was issue for dynamic paint + waves in viewport. Similar behavior: patched updates in viewport and viewport-render, proper update on general render (even with workbench)

Similar topics, i am not sure it is the same:
#77219 (Dynamic vertex groups (Dynamic Paint, Weight Proximity modifier, Geometry Nodes, ...) do not update density of particles in viewport display)
#67394 (Vertex Proximity modifier target changes do not affect hair density automatically)
