Black Artifacts/blocks when panning viewport with certain 3D models or blend files #84938

Short description of error
When loading certain models (For example the blender cloud Rain V2 model, see attached file), when you pan the camera or viewport, the model seems to leave Black Artifacts on the area around where it was.
This does not appear in renders. This happens every time the file is opened and there doesn't seem to be a way to fix it.

I can confirm the bug.
It is only seen with workbench.
I'm still not sure what causes it.
It was introduced in blender 2.91 somewhere between deb76548c1 and 6fe609d4c3.

I was able to reproduce reliable on one machine (Vega + AMD drivers) but I only have access to that machine on Friday. I took the GPU and installed it on my home machine, but that had other issues.

Just found out that it dosent happen in render dev or render viewport (thats eevee and cycles)

It only happens when workbench does a partial x-ray. XRay is turned off but one of the materials has a transparent viewport color.

In this attached file, the problem is very similar to the #83022 (Transparency in Solid View Causes Glitch Artifacts).
In fact, the same patch that is in the comment #83022#1071687 solves the problem described in this report.
