Performance regression when rendering at very high resolution CPU+GPU - Cycles #85016

Short description of error
Following issue with rendering at very high resolution #82591. It seems that the regression is also present when rendering with CPU+GPU. OpenCL in my case.

Here the results using the attached file:
There should be visible drops in CPU and GPU utilisation:

For comparison change to CPU rendering and monitor it:

Exact steps for others to reproduce the error

  • open attached .blend file
  • set rendering engine to Cycles
  • check if CPU and GPU devices are enabled in System tab
  • render
  • monitor CPU and GPU usage

I am not aware of the other report, but the description of this one says that it is a regression.
But what is the regression compared to?
Which version of Blender can we use to compare?

Whoops. I forgot to include working version.
Now that I'm trying to test, this issue is present even in 2.83.10 LTS! And I'm unable to find Blender version in which hybrid OpenCL rendering don't have CPU underutilisation problem.
I remember it working without a problem in 2.90.1, branch: master, commit date: 2020-09-23 06:43, hash: 3e85bb34d0. In the meantime I upgraded GPU drivers and Linux kernel and after that this release also have this problem.

So for the report to be complete and confirmed, it would be important to test different versions of the driver.
It is also possible that the problem is on the NVidia side and not in Blender.

I'm still trying to pinpoint exact driver <-> Blender version combination that was working better than current release and AMD drivers. It will take me couple more days I think.
