Cannot type after opening a new window.
Exact steps for others to reproduce the error
Edit>preferences
Close the preferences window.
Now keys aren't recognized by blender.
Alternatively:
New file
Render image
Image>Save as
Try to type anything anywhere in the file browser.
Close the windows leave only the main window.
Try to use any shortcut in the viewport.

I can't reproduce the issue on Windows with:

Yes, this is the (bad) expected behaviour in Windows (only) for the build you are using from Feb 11, fixed yesterday with https://developer.blender.org/rBba03f7f0b1d0c40acf997749949a0b0efe19e6d0
