System Information
Operating system: Windows 10
Graphics card: RTX 2070
Wacom Intuous Pro

Blender Version
Broken: 2.92.RC0
Worked: 2.91

Short description of error
Starting of a brush always has a strong mark just in the beginning of the brush stroke in Sculpt mode or the image paint mode.

I also tested the exact same setup in Blender 2.91 and that one has no such issue. It seems like this has been inctroduced in recent 2.92 builds. This rules out that this is not an hardware issue.

I also get click stuck when changing between object mode panes like object properties and modifiers pane etc. I thought that w as a glitch but now it makes sense to me. There seems to be an issue with initial Wacom left click putting down on the surface whether hard press or a soft press.

Exact steps for others to reproduce the error
Please see the attached videos for the issues. You can see the first hard markings in both modes. No matter how lightly I press down with the pen on the surface I am left with those marks..

Note to anyone looking into this issue:

This issue is a result of Win32 mouse input not being synchronized with Wintab pressure. This has been an issue before 2.92, and has reappeared because the heuristics which discourage it from happening no longer work as well because Win32 mouse input was modified to support more accurate mouse movement (smooth lines when drawing).

There is no good long term fix, the issue is how Wintab works and the compromises to support current workflows in Blender.

The fix for this issue is to use Windows Ink (may require restarting Blender).

Could you test about how the pressure is functioning with Windows Ink?
