The thing is: the vertex groups are properties of the ParticleSystem, other settings (such as count) are properties of the ParticleSettings

This is why the vertex groups are not shared across settings, they are shared systems.
I always thought the default names for particle systems (calling them "ParticleSettings", same as the settings themselves) is really bad since it leads to such confusions.

In any case, this is not a bug, will have to close (but thx reporting as usual @Vyach !)
I'll investigate in renaming the Defaults for the particle systems slots to ParticleSystem, but this is out of scope for this bugtracker.

@lichtwerk oh, I see. Anyway it is confusing and unexpected, when all settings can be transferred with actual particle settings slot, but not groups influences.
And yes, naming was confusing too, despite I always knew, they are systems. Thanks for fix.

So, now i know, the proper way to duplicate system with groups — is side menu

Yes, the owner is sometimes not clear if you are looking at a tab or panels.

For the fun part in particle system duplication: here is one that is also a bit hidden (and in this case, not even that useful), but you can actually hit {key F9} in the Properties Editor to reveal an option for the Duplicate Particle System operator:
