Note: The OBJ file above was created from a STP CAD-file using Glovius. Glovius exports as well to 3DS, which I was able to import into Blender 2.79b. As the 3DS importer to Blender is broken since version 2.8 it would be very desirable to get the OBJ importer ready to handle my file.

I've taken a quick look at your file and it seems to violate the obj specification . After the definition of vertex normals vn there is a section for the faces f that references (at this point) non existent vn indices. This is the reason for the" index out of range" error you've experienced. Take for instance the first section of vn and f declarations in your file:

The syntax for the faces is f v/vt/vn or f v//vn if the texture coordinate is left out. There are eight vertex normals, but the faces reference indices up to twelve.

This does not appear to be a bug in Blender, but an invalid .obj file. For future bug report please prepare a minimal example file that demonstrates the issue and upload it directly on the bug tracker.
