System Information
Operating system: Windows-10-10.0.19041-SP0 64 Bits
Graphics card: GeForce RTX 2070 SUPER/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 460.89

Blender Version
Broken: version: 3.0.0 Alpha, branch: master, commit date: 2021-05-27 17:53, hash: 0a83f32d79
Worked: -

This was working outside the context of the Properties Editor prior to 9b099c8612 -- when it was still template_modifier(md).

Short description of error
Displaying the dafault modifier layout doesn't work in the viewport (in the sidebar or in a popup). template_modifiers() gives errors:
Panel type 'MOD_PT_Array' not found.
Panel type 'MOD_PT_Bevel' not found.
Panel type 'MOD_PT_SimpleDeform' not found.
...
(interface_panel.c, line 292)

Exact steps for others to reproduce the error
Based on the attached file:

  1. Run the script in the text editor to create a panel in the sidebar called "Modifiers"
  2. Verify that the modifiers don't show up and there are errors in the console
  3. Click the "Modifier Popup" button
  4. Same thing should happen with the popup

Can you please confirm the behavior with fresh build (https://builder.blender.org/download/daily/)

I could not reproduce with recent 3.0.0 build. Also: unable to reproduce with 3.0.0 (Commit date: 2021-05-30, Hash: a1556fa05c)

Can confirm.

With slightly different syntax, this was working outside the context of the Properties Editor prior to 9b099c8612 -- when it was still template_modifier(md).

Hmm, I'm not even sure how a "template_modifier" would work anymore, since a modifier UI is potentially broken up into multiple sub-panels. It just doesn't fit very well with the way Blender's UI is implemented. If someone has an idea of how this could work, it could be worked on. I don't personally though. So I think I'd consider this a known issue.

@HooglyBoogly Just to be clear, it's "template_modifiers" (the whole stack) that's not working outside of Properties Editor. "template_modifier" obviously doesn't exist any more.

If the old API is broken a new one should be made. Having modifiers in the 3D view allows for working in full screen mode.
