Short description of error
Blender cannot build kernel when denoise is enabled. Also freezes when switching modes.

It says in the top left of Blender "Loading Render Kernels (may take a few minutes the first time)", have you tried waiting a while for the kernels to load?
Another thing to take a look at is your GPU drivers. At the moment you're running drivers that are quite old, updating them, rebooting your computer, then opening Blender and waiting the few minutes for the render kernels to load might help: https://www.nvidia.com/Download/index.aspx
If neither of these help, maybe loading factory settings can help? Select from the top of Blender
File -> Defaults -> Load Factory Settings
then open preferences and re-enable your GPU then test OptiX denoising again and see if it helps. If it does, that means one of the settings you've changed or an add-on you've installed or something is causing issues.I'm not sure what else to suggest.
It also seems like this report might be very similar to the one reported here: #89389 (Optix kernels not loading), can you confirm this?

I downloaded the latest drivers, the problem is not resolved.

This problem occurs when turning on Optix
