We need a blend file in order to investigate the issue.
Just by looking at the video, a possible cause may be that you have Face Set boundary automasking enabled. As you paint new Face Sets, the Face Set boundaries change and new faces are filtered by the automasking system. Try to disable that option in the general automasking settings.

I'll keep this as a know issue because even if the behaviour does not make much sense in most of the cases, it is consistent with how the automasking system works. An easy way to fix it would be to add an exception in the automasking system to ignore that option when this brush is being used.

While this is tagged as a known issue, the solution seems to be quite simple. I don't know why this was left as it is.
This can be fixed at any point by the suggested change:

I could not repro the bug in a recent version such as Blender 4.1
Also can't reproduce using the blend files and steps provided in this duplicated report

Before closing the bug as resolved I would like for others to attempt to repro and confirm
is fixed.
This is fixed in 3.4 onwards but persists in 3.3LTS.
Possibly the refactor of auto-masking options by Joseph Eagar fixed this.
Will set back to confirmed then and marks as a 3.3 LTS issue only
