This is a known issue, but will confirm for now.

related are

  • #42194 (Max number of channels in VSE is limited to 32)
  • #90812 (VSE: UI suggests greater than 32 channels are usable)

@iss: feel free to merge with #90812 and update description there to actually have an example operator that "fails" (or set to Known Issue).

All operators that create strips do behave like this. It was discussed and probably resolved soon, but no concrete design exists yet
