If you use the Add Movie menu, you'll need to uncheck Use Movie Framerate when importing the first video file:
{F10655226,size=full}

If you drag and drop from the embedded file browser, you do not have that option, since it wasn't prioritized to do the work to make the File Browser actually work for the VSE and ex. expose a sidebar or an import button(to import multiple files), by adding a View Mode option to the embedded File Browsers.

@tintwotin problem for me was when dragging it in from windows file explorer. Perhaps it would be better design if user settings were not automatically changed without warning. Maybe a popup which gives the option for the scene to adopt the clip's framerate, or the clip to adopt the scene's framerate.

It was only after downgrading to a previous build of blender and still getting the same timing problems with alembic files that I realised the VSE had changed the scene framerate, so it would be nice to save other's from needing to troubleshoot.

Not sure what the problem with that is? (you are still getting the Adjust Last Operation -- of {key F9} -- panel where this option can be disabled)

@lichtwerk I guess. Perhaps the option should be off by default, because I guess a lot of people will probably do what I did; drop the movie in, not bother to open up the redo panel, and not realise the scene framerate has been changed.

On the other hand, lot of people adds movie file and expects frame rate to be adjusted so sound and video will be in sync.

This property is disabled once sequencer has some strips, so similar checks could be added for scene data. In general it is best to reserve separate scene if you want to use sequencer in it.

I can confirm as known issue but don't think current default behavior should be changed.

@iss Perhaps a better solution which would work for both cases, would be to not automatically change the scene frames per second and also keep the sequencer audio/video in sync by automatically adding a speed control effect set to stretch to the movie file's video strip, and then setting the length of the video strip to match the audio strip.

I worked on solution like that, but it was rejected by studio animators. It wasn't exactly what you propose, but in principle it was. Then again if that was done I am quite sure this wouldn't be well received.

I think we will revisit this at some point so will see if solution could be found that doesn't result in problems like this.

Yeah, I mean personally off by default would be my preference, because at least that way you know immediately that there's a framerate mismatch; as the audio and video strip will be a different size, whereas currently it just breaks all frame rate dependant elements of the scene (alembic, rendering, baked sims etc), and the user is left completely unaware.

Once the user is aware of the mismatch they know they need to check in the redo panel or n panel to change that setting. After that the setting will be kept for the life of the file presumably?

Or alternatively a little popup notification to let the user know the scene fps was changed to match the clip they've dragged in.
