Memory leak while rotating the viewport (default cube) #93039

Worked: I couldn't find a version where it didn't leak. I tried 2.92.0 and it leaked there as well.

Short description of error
In an empty .blend file - the default cube scene - the memory usages rises as I rotate the view using the middle mouse button. It does not come back down.
The starting point for the memory usage is 566 MB and it rises to 1.5 GB and more. But on this stage I usually reset blender because it becomes unusable (too low fps).
At the beginning I thought it was related to #92481 (Memory leak with subdivision surface modifier), but when I downloaded 2.93.6 I saw that the problem persists, and besides the default cube does not contain the subdivision surface modifier. I'm using the Intel Xe graphics' latest drivers.

How can I further help with debugging this issue? With bigger projects, the rate at which the memory leaks is a lot greater and I find myself restarting blender every 15 minutes or so.

Exact steps for others to reproduce the error
Just use the default cube setup and while having the task manager on the side, move around the view port, or just press numpad 2 constantly. The memory usage for blender in the task manager should keep going up and never come back down.

It's hard to tell what's going on. It may be a problem within the graphics driver. Or some OpenGL API behavior that works in an unexpected way for Blender.
Is the problem in the RAM used by the CPU or in the VRAM of the GPU?
In order to investigate, a OpenGL expert would need to have access to the hardware.

Ok just found out that this does not happen in Blender 2.83.18. It does happen in 2.9.2, 2.9.3 and 3.0.0 beta
Moreover, in 2.83.18, the RAM usage does not change when I rotate the viewport at all. I suspect there's something really basic that's happening.
Is there another person in the crowd that can confirm this bug? It's very easy to reproduce - empty .blend file, open task manager, and rotate the view.
