Smooth Drag Threshold for Tweak Events #93599

This is a proposal for improving the feel of drag thresholds, especially when tweaking elements and using Active Tools.

Issue

There are already 2 different behaviours of drag thresholds when transforming/editing elements.
When click & dragging on a Gizmo the action will be initiated from the latest cursor position once the drag threshold is reached.
Click & dragging from anywhere else will initiate the action from the original cursor position, which causes a jump to the cursor.

For demonstration purposes I increase the drag threshold in this video.

This jumping effect can be at the very least annoying, or can make certain tasks harder.
Especially when using pen devices where the drag threshold must be higher and is at 10px by default, this will be a moment to moment struggle.

Like when fine tweaking elements or making any small changes.

Proposal

Ideally the behaviour should always be the smooth one, where the jumping effect doesn't appear.
We could make this an option for now in the preferences, BUT to test user reaction and see if there are actually any benefits to the current behaviour, the option should be toggled by default.

If it turns out to be an all around improvement then this could become the default behaviour to not clutter the preferences with yet another option.

There was a threshold tradeoff between jamming vertices/loops selection (shift+LMB, alt+shift+LMB) and such kind of tiny tweaking.
Both are heavily annoying.

By the way, crosshair shape changes during such kind of tweaking operations sets is quite annoying as well.
