It seems like unsubdividing using the Multires Modifier destroys the vertex groups, interesthingly enough other kind of mesh data stays intact (like the vertex colors) after the same operation.
The Decimate modifier's Unsubdivide does not destroy the data, but using the Decimate modifiers not option in these kinds of usage because the multires one is about getting the prior subd levels for sculpting purposes.

Exact steps for others to reproduce the error
Load the .blend file
Select the torus
Multires->Unsibdivide
Move your mouse to the 3d viewport to get the UI update properly
The Vgroups are gone

If you manually re-add the vertex groups, they have the same paint values they had before.

Yeah I can confirm this, it still destroys data
I will say multires unsubdivide is particularly useful for sculpting; you can use it to apply the multires, mirror the sculpt perfectly, and the unsubdivide it back. Or to get the regular mesh's shape to be more true to the shape of the sculpt. Which is why this is an important feature to fix back
