Cannot reproduce here (though I think someone else has reported this as well).
Please try with File → Defaults → Load Factory Settings to see if you still can reproduce this issue.
Well factory settings take me back to default cube and problem gets solved but when I open it happens again. This occurs when I sculpt at 2.93, no problem at 3.0. Here's the blend file: hg.blend
Hm, can see that in this particular file (but no idea how to get into this state -- do you know how to reproduce this from scratch?).
As a workaround: load the file with the
Load UI
option unchecked:https://docs.blender.org/manual/en/2.93/files/blend/open_save.html#options

Overlap is expected when a saved file from version 3.0.0 and above is accessed in 2.93 (or older versions)
Issue came with header and tool swapping. And this is behavior is expected (said in commit description)
