Blender > 3.0.0 Version Normal Map showing Polygons Issue #94922

System Information
Operating system:
Windows: Windows 11 and 10 were tested.
Graphics card: Nvidia ROG Strix RTX 3090

** >3.0.0, 3.1.0 Alpha**
Broken: (example: 3.0.0, f1cca30557, master, 2021-12-02)
Worked: (Blender version < 3.0.0)

Blender Cycles. and Eevee render Normal map issue (If Normal map applied, Normal or Bump, the polygons start showing up when increasing the strength). The effect gets worse by increasing the strength, but it's always there. Also, I tried every version above 3.0.0, the older version didn't have this issue. I think it started with the new Faster render update. A friend of mine has the same issue with a completely different system using Windows 10 and different Drivers as well.

Use any Model (Sphere works best), apply smooth shading, Place a Point Light and move it, Add a material to your model with a Noise Texture with a Bump Node and connect it to Normal (Principled BSDF), and look a the results. Eevee and Cycle both show the Polygons when Normal is applied.

Here you can clearly see the Polygons showing which should not be seen. Even with decreasing the Bump map so it's just a little detail, it's showing up, but not as heavy.

Are you sure this works differently before?
I tested it on 2.93.2 and the result looks the same:

Also this looks like the same bug reported in #74367 (Bump Map and Normal Map causes flat shading.).

You can find older versions to test at https://builder.blender.org/download/daily/archive/

Anyway I tested it on 2.79.2 and the same problem appeared. (are you confusing it with another issue?)

I'm pretty sure it's the same problem as the #74367, so I'll merge the reports.
