Similar problem has been described in other report: #95599 (Blender broken with a 3070)
I will close this as duplicate to keep discussion in single task.
Thanks for the report!

Managed to fix the issue . I had to uninstall drivers and dx12 physx with ddu utility. then run a clean install. just need to make sure the physx is removed as it'll keep some files that need to be replaced.
took me 2 attempts and noticed physx was not removed so tried it again .. presto it now works. I still think there is a problem in blender as it's very fussy about this. I had to remove any and all games that use physx.
anyway it's working now.

im not sure what that is
i deleted the hole file and reistalled it and it still wont work.
is there a way to fix these thats easier. i dont know how to
yous are useless
SRY I have not been looking at ymails as it was a while since I posed.
I'm happy to try to recap exactly what I did to fix the issue. But I assumed the situation would have fixed itself if people make sure all nvidia drivers inc physx is uninstalled. reboot make sure it is still uninstalled remove and reboot if not uninstalled.
I used the DDU utility. and then deleted the driver files to make sure.
Also if I can't reply via email .. simply don't expect them as this is just inconvenient for users.
