System Information
Operating system: Windows-10-10.0.17763-SP0 64 Bits
Graphics card: AMD Radeon(TM) R4 Graphics ATI Technologies Inc. 4.5.13547 Core Profile Context 25.20.15018.12

Blender Version
Broken: version: 2.93.5, branch: master, commit date: 2021-10-05 12:04, hash: a791bdabd0
Worked: (newest version of Blender that worked as expected)

Short description of error
was attempting to delete a shapekey, accidentally deleted a vertice group instead. I press CTRL+Z, this does not undo the deletion of a vertice group, why why does this not undo the deletion of a vertice group? i dont even know which one is now missing. i cannot close the file to recover because i lose 3 hours of work, only option is to rejoin the mesh to the armature. select both mesh and bones CTRL+P empty groups, vertice groups are recovered.... The vertice assignments are shuffled...WHY ARE THE VERTICE ASSIGNMENTS NOW SHUFFLED?????????? teeth are attached to toe bones, legs are attached to finger bones, there are fucking wings attached to the face, WHY ???? WHY???? WHO ALLOWED THIS TO HAPPEN?????? WHO DECIDED TO CHANGE THE VERTICES?????? I JUST WANTED TO RECOVER A VERTICE GROUP!!! CHAOS HAS CONSUMED THEE!!! ALL IS HELL!!! AUTOSAVE WAS 4 HOURS AGO, STATISTICS NUMBERS ARE OFF, CANNOT TRANSFER SHAPEKEYS FROM OLD FILE SUCCESSFULLY. I NOW HAVE TO DELETE ALL VERTICE GROUPS AND REASSIGN OVER 5000 VERTICES TO ARMATURE ALL OVER AGAIN. BECAUSE THE CTRL+Z DOESNT RECOVER DELETED VERTICE GROUPS!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

1 create mesh
2 create bones
3 attach vertices to bones
4 delete vertice group
5 CTRL+Z
6 watch as nothing happens
7 cry in the corner for your god has abandoned you

[Please describe the exact steps needed to reproduce the issue]
[Based on the default startup or an attached .blend file (as simple as possible)]

Thank you for your report. I can confirm this. This problem appears to arise from allowing vertex groups to be deleted in edit mode. The undo for the delete vertex groups is done first, before any edit mode changes are undone, and does not properly account for edit mode changes. If I continued to undo the edit mode changes past the point of where I deleted the vertex group, I was able to recover the correct vertex groups.

Here is a demonstration:
Undo Delete Vertex Weights.mp4

Here is a test file:
