Short description of error
UI is sluggish/lagging in 3.1 when the window is maximized where it was smooth and responsive in 3.0.1. Almost like it is rendered at a lower framerate than the viewport.
The effect can be observed clearly when resizing a "window border" (i.e. in the Layout view when you drag up the timeline) on the The viewport performance is not affected.
Please let me know if I can help by supplying more information

I've tried to caputre it in a screen recording. Unfortunately on video it is hardly noticable. You can observe it best in the part where I switch to the "Texture Paint" layout.
Also I've noticed while creating these videos that the effect I described is only there when Blender runs maximized. (That is also the reason I had to take the videos from my full screen, sorry if they are too large).

Hi @Harley, yes it is the same issue. I'm sorry for the duplicate. I did not finde the issue you linked as I was using different keywords.
I've tried to close this task as a duplicate of the one you linked @Harley though there seems to be an issue with loading the task list (could be related to some work on the database I was reading in the mailing list ?). I'll try again a bit later!
