[Add a vdb volume, set the shader to principled volume, add a ground plane and a lamp]
[Based on the default startup or an attached .blend file (as simple as possible): blender vdb bug.zip
set the target vdb file to the one provided in the archive and switch to rendered view]

As far as I can tell this is the same issue as #97650. Shadow rays intersect lots of faces from the volume mesh, which may exceed the max transparency bounces. As a workaround you can try to increase the maximum number of transparency bounce in Render Properties > Light Path > Max Bounces. (In your file 18 bounces seem to do the trick.)
