Worked: at least since 2.92 if not since the feature was introduced

Short description of error
If sculpt Remesh Voxel Size hits minimum (of 0.001 m) you can't increase the Voxel size via Shift+R shortcut, only via the menu option.
A slight annoyance of mine for quite a while, since I find that mainly when defining the Voxel size for the first time on an object, the resolution increases so fast, that you tend to overshoot the intended value (ending up at the min).

Exact steps for others to reproduce the error

  • Enter sculpt mode on the default cube
  • Set the Voxel Remesh size to its minimum (0.001 m)
  • Try to increase the value via the Shift+R shortcut
  • Have a nice day

What happens is that the variance is relative to the current voxel size.
But I agree that this can get a little out of control in these accidental cases.
However I'm not sure if we can consider this a bug.

While I expected it to be relative to the voxel size, maybe a min (and max) value would be useful?

Not really a bug. But I think this can be improved, even if it is working as designed.
You can hold Ctrl to slide the resolution linearly. Imo this could just as well be the default behaviour with holding Shift to get more detailed resolution changes.
I'll create a to do for this to be fixed properly.

Since https://developer.blender.org/D14975 was commited we can close this bug report as constant size by default lets you change voxel size easily from low numbers
