Given the following file with three NLA channels. The resulting animation is different when isolating one of the channels depending on which frame the isolation took place.

Short description of error
Push Down function in the NLA track panel corrupts the animation, makes a random mess, but works correctly when you use Push Down in the action editor.
Exact steps for others to reproduce the error
I took a mocap made into an NLA track, then I make new keyframes to adjust it, then I baked the animation, next step I use the Push Down button in the NLA track and noticed that my entire animation changed into a mess, about 80 keyframes. I UNDO till it goes back to keyframes, this time I use Push Down in the Action Editor and that gives me the desired effect. More than once now using the push down in the NLA editor ruined many animations. This also occurred using Rigify.

Can you share the .blend file prior to the pushdown for us to reproduce?
With the Push Down button, sometimes it fails, sometimes it works. I bake the run, select all bones, in Bake, only check bake selected bones, it bakes into a run, I push down animation it stays as a run, other times the legs change into IK mode and it runs like its legs are tied.
But not all the time.

Are you sure the issue is in the Push Down operator? I can see the tied legs issue, but immediately after baking without the need to push down, so it seems baking is the issue here? Can you confirm that?
The random effects are baking related. Once it will do it correctly undo and bake again identically and results changes.

I can replicate the issue even without baking, but haven't got a clue on why the issue happens. To reproduce:
So the only thing that changed was the frame at which the channel was isolated and the result is different.
