Incorrect environment reflections #98955

System Information
Operating system: Windows 10
Graphics card: 2070 Super

Blender Version
Broken: 3+
Worked: The last version I have that it worked properly was 2.92

The environment reflections are wrong in the newer version of blender. I've spent a many hours trying to isolate the cause. It looks like it's might be down to a normal vector being reflected in the view vector instead of the other way around, as you get the exact same pinch distortion in the same place (see bad env in .blend).

Exact steps for others to reproduce the error
I've attached a blend renderbug.blend
Simplest example is make a super reflective material then input a normal rotated around any axis and the environment reflections go pixeled and weird in both eevee and cycles

If I understand correctly, the issue is that when the normals are rotated around the Z axis, they get pixelated and black?
As far as I can tell, changing normals drastically from the actual surface normals would not work, which is the case here.
Note that this is not really related to environment textures only, it also applies to scene objects as well. I can see that the result is different in 2.92, but that doesn't seem to be related.
Or do you have issue with something else?

No the file is just to illustrate the cause of the issues I've been seeing; showing that the reflected vector is not correct. It's also effecting blender 2.93. So, the problem is that the environment isn't being sampled in the correct place for reflections. It's quite a big issue, and is most evident when using normal maps since you get artefacts all over the place.
Example 2.92 vs 3.2:
