"Jump to Keyframe" preserves subframe offset #99400

Short description of error
In the timeline editor, under the Playback menu, you can enable "Show Subframes". If this setting is enabled you can scrub between frames.
The issue is that the operators to jump to the previous or next keyframe don't take subframes properly into account.
When using these operators the current frame will jump to the keyframe + the subframe offset within the same frame.
This makes the operator useless. It needs to jump to the exact keyframe location.

For comparison look at how the operators for jumping to the next/previous frame behaves. There it will snap back to the next full frame and remove the subframe offset.

Exact steps for others to reproduce the error

  • Add some keyframes when transforming the cube
  • Enable "Show Subframes" in the timeline editor
  • Scrub in the timeline
  • Use the up/down arrow keys to jump to the nearest keyframe
  • Zoom in and check the exact current frame / Check the transforms of the object (orange or yellow)
