Short description of error
A wipe transition between 2 color strips doesn't currently work, it just displays a solid color.
Exact steps for others to reproduce the error
Open VSE template.
Add two color strips.
Add a wipe transition between them.

When I try to add a wipe transition in video editor it isnt working. The wipe doesn't happen.

I can confirm that it doesn't work in 3.1.2. However, it is fixed in 3.2.1, which is the latest release.
It is broken in 3.3 master, so confirming.
