Short description of error
Missing library / broken link warning does not go away when the broken link resolved and reloaded.
Exact steps for others to reproduce the error
Create two .blend files.
Create a collection in file1 with a cube. Save. Close.
Link the collection in file1 into file2. Save. Close.
Rename file1.blend to file3.blend.
Open file2 and you will have a broken link "Blender File" hierarchy.
Without closing blender, rename file3.blend to file1.blend.
Right click on the broken link in the "Blender File" hierarchy and choose "Reload" (there will be two places where you need to do this).
The blender file will correct itself but the link will still show as broken in the "Blender File" hierarchy.

Not sure which version of Blender 3.3 you are using, but the ability to 'rename' libraries in the Outliner has been removed, since the proper workflow for years now has been to use the 'relocate' operation (from right-click menu in the Outliner).
That being said, indeed 'reload' operation (if you e.g. rename the blend file itself back to
file1.blend
in OS file browser whilefile2.blend
is open in Blender, and then reload the lib in Blender) is indeed not properly updating the status of the library, will check on that.This issue was referenced by
