On the https://www.blender.org/download/releases/ page, could you please consider adding the following sentence to the paragraph at the top?
This would give users a quick access to the Release Notes.

We invite you to click on the thumbnails below to get an overview (a video recap and a summary) of the new features and to read the Release Notes page for a list of all implemented features.
