Delete Branch "%!s(<nil>)"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Currently we depend on the author to do it, we should be able to do this ourselves.
This requires changes to Phabricator php code, adding a "Close Revision" command for people who are not the author of a revision.
