Short description of error

This not a bug on the software, Blender, but on this website. I can't search for bugs that are already reported when I am signed in, but can when I have signed off.
I know this might not be the place to report the problem, but I don't know where else to.

Yes, it still occurs.
I open developer.blender.org, click on Browse Tasks, and I see this (attached image). I haven't searched for anything yet.

That appears to be just a misunderstanding. Tickets get assigned to developers when it's their job to fix a bug. Since you're not a developer you don't have any tickets assigned.

If you click on Open Tasks you will see all open tickets. The advanced search allows you to filter exactly what type of tickets you're looking for.
