Similarly to WoA, there will be performance benefit for using clang-cl for Windows x64 builds.

Some notes:

The LTS tracks are to be using MSVC 2019, so we can not uninstall it.
MSVC 2022 is required to get clang-cl to work without issues.

Coordinate with Ray when it comes to actual implementation, as he has a better overview of state of toolchains.
