User settings show:

Non-local users are not allowed to change their username. Please contact your site administrator for more details.

There is no information about who to contact or via what means.

Figure out what's the best way to contact site admins (Blender Chat, devtalk, email)
Turn 'contact your site administrator' into a link to whatever was decided.
Change this to a link to Blender ID once we can handle username changes on that side (#1).

I've changed the text now to point to Blender ID, will be fixed once Gitea 1.21 is deployed.
