Exact steps for others to reproduce the error

on Windows OS

  1. download the Node Arrange Extension from the extensions.blender.org https://extensions.blender.org/add-ons/node-arrange/
  2. Extract all

https://extensions.blender.org/add-ons/material-utilities/

This is a known issue caused by extensions created with the Blender command-line tools during Blender 4.2 alpha. The only solution in this case is to contact the author (e.g., writing on the corresponding Approval Queue entry) and ask them to re-generate the package with a more recent Blender.
