By the user to submit plug-in requirements, so that the willing developers to produce the plug-in, you can bounty points, or some kind of incentive mechanism, or even donations.
The current lack of a user-first area, by the user to take the initiative to put forward the pain points, other users with the same needs can participate in perfecting the plug-in requirements, and then to the developer for production.
