You can not save mesh in Grease Pencil object, so we can not apply such modifier. You need to convert object to the mesh that will automatically apply modifiers.

I am getting an assertion in the file, assertion is related with probably wrong math in matrix->quaternion conversion. But i am not sure this is the issue that is reported here.
