Testing flamenco-worker on a Windows 11 machine without ffmpeg installed.
Briefly looking at the code it looks like ffmpeg is supposed to have been built within flamenco-worker, so perhaps this is a Windows build problem (I built default makefile target using Windows and modified makefile. See D16562: Fix #102633 by having Windows-specific commands in Makefile)

It could certainly be a packing issue on Windows; the official builds of Flamenco all are made on Linux (also the macOS and Windows builds). Hopefully a transition to magefile would fix this.
