The permissions as described in #51039 need to be applied to the web interface (whether buttons are shown or not, and we should test whether they actually work as intended, given different user permission scenarios).

Clicked through and browsed most of Flamenco with different role combinations (no role, subscriber, flamenco-admin, flamenco-user). Everything works as expected.
