By default it requires valid-user for the entirety of the /repo/
folder, which matches the old behavior.

Doing so in the global configuration allows to more easily apply
per-site configuration tweaks like allowing anonymous read-only
access for internal IP range.

Delete Branch "Sergey/svn-manager:require-valid-user"
