This change is largely implemented. Some smaller to do's have been separated into other issues and are tracked on the workboard. I'll close this task then.
When building Blender today with this patch applied, it doesn't occlude its own faces anymore and instead also uses the Z-bias for that. Can you preroduce this?

A bit off topic: I tested this for a while now and the next best improvement to add is to limit edit mode selection to only visible geometry when using this overlay. The visualization is clearer…

My previous note is fixed. Great work! Only thing I'm noticing now is that the plane handles are out of sync when using 'Normal' orientation.
