Attached .blend file to reproduce the problem:

cloud rig file is not opening in my system blender

This is not enough info to act on from my end. Make sure you have the version of CloudRig that corresponds to your version of Blender. That means if you see your Blender version on the Releases page, use that, otherwise, use the download button on the home page of the repository to download the latest development version of CloudRig (currently that's for anything Blender 3.5 and above)
